Labeling refers to the identity tags through which the nature of the learners found in the class is communicated. Although classification is a complex issue involving emotional, political, and ethical considerations in addition to scientific, fiscal, and educational interests, there are valid perspectives on both sides of the labeling question.

Labels or tags attached to a class give ideas on the nature of pupils’ learning needs, instructional resources required and learning resources needed to support children in a classroom. For example, a class of visually impaired learners would mean that mobility devices such as the white cane, writing frames, ordinary type writers, braille papers, plain papers and other learning resources must be available for children in that class to effectively learn.

The label may also communicate the model of instructions required to effectively teach children in that class, for example, use of oral and braille mode of communication.
